摘要：高校科技管理政策创新有利于推动高校科技创新。文章以南京工业大学为例，分析了该校科技政策的变迁以及各管理要素的影响。结果表明，南京工业大学近年来加大了人文社科方面的政策管理力度，在科技管理办法、科技经费政策、科技成果转化促进政策方面都有所加强。在科技人才政策方面还有所欠缺，需要出台能够推动科技创新的灵活用人政策。文章还讨论了制约高校科技管理创新的瓶颈问题以及对策。
Abstract：University
management is helpful to promote scientific and technological innovation. This
article studied the science and technology policy changes of Nanjing Tech
University, and analyzed the important elements to the management policy. The results
showed that, Nanjing Tech University encouraged the humanities and social
science development in recent years. And the policy was strengthened in measures
for the management, technology funding policy, the transformation of
technological achievements. The policy on technological talents was deficient,which should
worked out to enhance the technological innovation for this
university. This article also talked about the bottleneck problem of restricting
the innovation of science and technology management in universities and its countermeasures.
