摘要：近年来，《中华人民共和国固体废物污染环境防治法》对一般工业固体废物的环境管理要求更为严格，使得工业企业和监管部门面临更大挑战。依据2017-2021年绵阳市一般工业固体废物产生、利用等数据，分析了一般工业固体废物产生量增长趋势、综合利用率、产生类别及企业的特点。同时分析了绵阳市一般工业固体废物污染防治存在监管难以形成合力、减量措施不足、处置能力存在缺口的问题，并提出相应的污染防治对策。
Abstract:In recent years, the Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste has imposed stricter requirements on the environmental management of general industrial solid waste, which has made industrial enterprises and regulatory authorities face greater challenge.According to the data of generation and utilization of general industrial solid waste in Mianyang 2017-2021, the growth trend, comprehensive utilization rate, main types, and generation enterprises of industrial hazardous waste were analyzed. Meanwhile, the problems of pollution prevention and control of general industrial solid waste were analyzed, such as difficult to form a joint force in supervision, insufficient reduction measures and gap in disposal capacity. And the corresponding countermeasures of pollution prevention and control were advanced.
